Gentle touch pays off for sleuths
Frustrated by the unscrupulous practices that went unchecked at the first few private investigation agencies she worked for, Philic Man set up Hong Kong’s only all-women investigation agency in 2009at the tender age of 22.
Global Investigation and Security Consultancy has since become a leading player, with about 100 staff at its offices in Hong Kong and Shanghai.
Man’s team is dominated by investigators who trained at the Hong Kong Police Force, Commercial Crime Bureau and Customs and Excise Department. They are responsible for planning, directing and supervising all investigations.
“Women investigators are more efficient in carrying out their duties,” Man says.” The targets are generally less wary of women, while women can easily disguise themselves during operations by wearing different clothes and make-up.”
With basic physical strength, women are capable of doing a job that is not labour-intensive, and women are generally more meticulous than their male counterparts.
Man says safety is not a concern because they often work in small groups and can be supported by men if necessary. The agency provides self-defence training and may turn down dangerous cases.
Cases can be split into individuals and corporations. Most individual cases involve marital problems or sibling investigations – where parents want to check on the behavior of their children. Most cases involving corporations relate to business operations, suchas the financial status of a business partner or where fraud is suspected.
Man says there has been a sharp increase in sibling investigations, such as checking whether children are engaging in drugs or the sex trade. Some cases involve parents on the mainland whose children are studying in Hong Kong. For cases involving family problems, after collecting evidence, the agency attempts to help the client to deal with the problems. Some of its consultants have received specific training to deal with such problems and, in some cases, they refer their clients to professionals for counseling.
Man says the public generally has a bad perception of private investigators because of the widespread bad practices and the lack of transparency.
“Nearly 90 per cent of agencies in Hong Kong are small operations or even a one-man band, and most operate in a very unprofessional way,” she says. “They often come up with all sorts of charges without doing any work, or take random photos as evidence. Some even tell the targets they are being investigated and demand money to cover it up.”
Man has teamed up with educational institutions to organize workshops to help the public understand the business better. Her company has obtained the ISO 9001 standard to ensure quality of its services. She hopes to form a professional association to maintain certain practices and ethics.
